    PPFWV Releases Higher Ed Reform Proposal

    Higher education in West Virginia is characterized by a highly centralized bureaucracy, a legislative oversight committee that exercises administrative powers and a general lack of flexibility that makes it difficult for the State's public institutions in today's highly competitive higher education marketplace. Senior Scholars Rob Capehart and Ray Keener propose a restructuring based upon decentralization, flexibility, competitiveness, accountability and results.
