The Public Policy Foundation of West Virginia
The purpose of the Public Policy Foundation of West Virginia is to identify issues of importance to the State of West Virginia and bring together scholars and other experts from around the State and the Nation to seek solutions in a collaborative and cooperative environment. The organization is governed by an independent Board of Trustees and is a nonpartisan, tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code.
Unlike institutionally based research centers, the PPF seeks to build capacity by engaging scholars and researchers from throughout West Virginia and the country. Currently, our research team includes scholars from West Virginia University, Marshall University, West Liberty University, University of South Carolina - Beaufort, University of Tennessee, Ball State University and Muskingum University. Our research team also includes a number of research fellows who provide vast amounts of experience and expertise generated from their careers in the public, nonprofit and private sectors.
In particular, our research team includes the former Administrator of the U.S. Department of Energy’s Energy Information Administration; former Cabinet Secretary of the West Virginia Department of Tax and Revenue; former West Virginia State Tax Commissioner; former Dean of the College of Business at Marshall University; former President of West Liberty University; former Cabinet level administrator in education in Tennessee; former Cabinet level administrator in health care in Ohio; current Director of Economic Research at Ball State University and Economic Advisor to the Governor of Indiana; current Director of Business and Economic Research at Marshall University; and a number of other highly qualified and well recognized scholars and research fellows.
Since 2006, the PPF has made a number of contributions to the advancement of public policy through such works as the award-winning book, Unleashing Capitalism, and other books such as Real Tax Reform and The Rule of Law. The PPF has also generated a number of significant studies including The Economic Cost of Prescription-Only Pseudoephedrine Legislation in West Virginia and economic impact studies regarding the racetrack industry in West Virginia.
In addition, members of the PPF research team have provided expert testimony before Congress and legislatures in a number of states on such issues as tax reform, budget, education, energy, health care, government organization and operation and economic development.
